Latest figures report that the public sector still accounts for just over 55% of outsourced facilities contracts, suggesting that outsourcing continues to represent an efficient form of delivery for the sector. A review of recent tender awards also suggests that public sector procurement managers are working harder than ever to find cost effective outsourcing solutions. Local authorities are not only bundling services together in the traditional way, but joining forces to form procurement consortia across several areas in order to exploit their combined purchasing power and realise much needed savings.
Contractors have reacted to these developments in different ways. National FM contractor, Churchill Services, has introduced a menu driven approach to services and offers their clients different levels of service to suit their budgets. Elsewhere, the Norse Group has gone as far as setting up joint venture companies with local authorities to run services, offering not only the benefit of their specialist experience to drive efficiency, but also holding out the prospect of the joint venture company bidding for local private sector work - the operating surplus being shared with the authority.
When it comes to balancing cost competitiveness with delivering the required level of service, TemplaCMS is providing the software solution that underpins many contractors' operations. Churchill was one of Templa’s very first clients and uses the software’s full range of business modules - right the way from Payroll and Quality Auditing through to Billing and Accounts. As Churchill has grown, taking over companies in different FM sectors to establish its different divisions, it has benefitted from the unique ability of TemplaCMS to support unlimited discrete payrolls. This means that Churchill can pay transferring staff at different frequencies and on different T&Cs, thus retaining visibility of spend by division, whilst consolidating costs at group accounts level.
As Nicki Francis, Churchill’s Group FD says, “Selecting TemplaCMS has proven to be the right decision, helping us move forward with its ability to adapt to our ever-changing, group-wide requirements in cleaning, security, water hygiene and catering. With our volumes, its automation and exception management have been vital and the financial controls it delivers are exemplary in helping us manage the business. Payroll takes significantly less time, even though our employee count has doubled, whilst our admin team headcount has remained the same.”
Elsewhere, Nviro has successfully re-tendered its contract with the Hampshire Constabulary on several occasions by keeping tight control of costs and maintaining a cast iron schedule of both quality audits and health and safety inspections. The company also holds longstanding contracts with Brighton and Hove City Council and the London Borough of Hounslow. Meanwhile Regent Samsic has successful relationships with Hertfordshire County Council and NHS Property Services.
By offering a software system that combines financial control with extensive client-facing functionality, TemplaCMS has established itself as an essential part of overall FM service delivery.
